CERTIFICATIONS
The Public-Private Partnership Association of Nigeria (P3PAN) has decided that certifications from APMG or IP3 shall be recognised for corporate membership of the association. APMG Certification is particularly recommended because of its structure as both an examining and a certifying body. P3PAN is therefore presently setting up a structure of training for its members and others with interest in Public-Private Partnership. With this arrangement, P3PAN will subsequently become an Accredited Training Organisation (ATO) for APMG examinations and certifications.
APMG GLOBAL CERTIFICATION IN PUBLIC-PRIVATE PARTNERSHIP
The APMG PPP Certification Program is an innovation of the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the Inter-American Development Bank (IDB), the Islamic Development Bank (IsDB), the World Bank Group (WBG) and part funded by the Public-Private Infrastructure Advisory Facility (PPIAF) with a shared vision of enhancing PPP performance globally. CP3P is the definitive credential to demonstrate to your peers that your abilities are aligned with international PPP good practice.
The Certification Program aims to foster a common minimum level of knowledge and understanding amongst individuals working on PPPs or those interested in learning about PPPs, regardless of discipline or sector. The certification is graduated into three levels: Foundation, Preparation and, Execution. It has been designed to create a consistency of terms used in PPPs and to standardise the process for the delivery of PPP projects worldwide.
Authored by a team of international experts, the PPP Certification Program Guide is at the core of the Certification Program. It includes extensive regional and sectoral knowledge and comprises PPP best practices from around the world. The Guide will therefore be applicable to many markets, however due to the current disparity in global practices, it may not be relevant to every market. All candidates, whatever their level of experience, will need to study the Guide prior to taking the exam. Answers should be based on the Guide content as opposed to a candidate’s previous experience – these answers may often be the same but in some cases might be different.

LEVELS OF APMG PPP CERTIFICATION
CP3P FOUNDATION
The Foundation certification is aimed at individuals who are involved in PPP projects and require a working knowledge of the key principles of financing PPP projects. The Foundation exam tests whether a candidate has enough knowledge and understanding of the PPP Guide to act as an informed team member of a PPP finance project. The Foundation certification is a pre-requisite for the Practitioner certifications.
CP3P PREPARATION
The purpose of the Preparation certification is to confirm whether the candidate has achieved enough understanding of the importance and general content of a PPP Framework and application of PPP Project Identification, Screening, Appraisal and Preparation Processes in each governmental context. A successful Preparation candidate should, with suitable direction and as part of a multidisciplinary team, be able to start applying and tailoring PPP projects in each governmental context but may not be sufficiently skilled to do this appropriately for all situations. This is the primary outcome from the certification.
For candidates involved on the private sector side of PPPs, the certification will enable the candidate, with suitable direction and as part of a multidisciplinary team, to start applying knowledge of the PPP concept as an asset/business opportunity, and of Government’s objectives and institutional arrangements, to pursue PPP opportunities and manage PPP projects on the private sector side.
CP3P EXECUTION
The purpose of the Execution certification is to confirm whether the candidate has achieved sufficient understanding of how to apply the structuring and drafting Process of PPP tender documents and the PPP contract, the tendering and awarding of PPP contracts, and the management of PPP contracts during the Construction and Operations Phases. A successful Execution candidate should, with suitable direction and as part of a multidisciplinary team, be able to start structuring and drafting PPP tender documents and PPP contracts, manage the tender and awarding of PPP contracts, and manage PPP contracts during the Construction and Operations Phases, whilst anticipating and planning for hand back requirements at the end of the contract period, but they may not be sufficiently skilled to do this appropriately for all situations. This is the primary outcome intended from the certification.
For candidates involved on the private sector side of PPPs, successful achievement of the certification will enable the candidate, with suitable direction and as part of a multidisciplinary team, to start applying knowledge of the PPP concept as an asset/business opportunity, Government’s tender processes, and Government’s perspective of the Construction and Operations Phases, to pursue PPP opportunities and understand their own roles and responsibilities in the implementation of the PPP and management of PPP projects on the private sector side.
